The Programme Coordination Unit
For the implementation of the Integrated Water Resources Management Programme (LVB IWRMP) the Lake Victoria Basin Commission (LVBC) has established the Programme Coordination Unit (PCU) comprising two staff, the head of the PCU and the Water Resources Modeller. The main task of the PCU is to organise and manage the Programme, including financial and contract management, monitoring and reporting and communication and visibility.
The PCU is supported by two consultant teams: the IWRM Programme Consultant (IPC) and the Project Implementation Consultant (PIC).
To date, the Programme has made progress in: (i) obtaining approval for 3 Feasibility Studies for the High Priority Investments in Kigali (Rwanda), Mwanza (Tanzania) and Kisumu (Kenya); (ii) agreeing with all stakeholders to carry out an Identification Study for a new HPI in Kampala (Uganda); (iii) finalising the Investment Planning Operational Manual; (iv) preparing a call for proposals of new Pipeline Projects; (v) advancing the LVB IWRM Strategy development; (vi) preparing the Programme Communication & Visibility Strategy and Plan; and (vii) advancing the development of the LVB Water Information System.
Though the Covid-19 pandemic continues to pose challenges on the smooth implementation of the Programme, the Coordination Unit has been striving to find new adaptation approaches for delivering on different tasks remotely. Among others, the following coping mechanisms are being adopted: holding virtual regional meetings and stakeholder consultations and workshops, which are essential for the Programme success in a regional context.
